Stanford University, recognized as one of the most prestigious and innovative academic institutions in the world, has an immediate opening for an International Scholar Advisor at the Bechtel International Center, a department within Student and Academic Services (“SAS”).

Bechtel International Center supports the immigration component of the University’s mission of teaching and research. As an International Scholar Advisor, you will play a lead role in advising University Departments about all aspects of hiring international scholars, and helping the University maintain compliance with federal immigration regulations. You will work closely with the University’s administrative and professional staff to determine eligibility of prospective international employees, and are responsible for department outreach and training.

You will serve as the point person to liaise with government agencies such as the Departments of Labor, Homeland Security, Department of State, and the Citizenship and Immigration Services in all matters pertaining to the hiring of H1-B, TN, E-3 and O-1 employees and helping maintain University compliance with immigration regulations.

As the point of contact for Stanford departments and units submitting electronic requests for nonimmigrant visa sponsorship, you will apply your knowledge of federal government regulations and procedures to prepare the relevant forms, advise employing units about issues affecting the employment of nonimmigrants in the various classifications, and file petitions.

Your key responsibilities:

Management of the H-1, TN, E-3, and O-1 programs as they are administered at Stanford.
  • Monitor federal changes in H-1, TN, E-3 and O-1 regulations.
  • Serve as the point person for handling Department of Labor and USCIS site visits.
  • Work with departments and central university units, such as Human Resources and the Office of Postdoctoral Affairs, to determine nonimmigrant eligibility of international scholars.
  • Develop procedures and protocols for complying with complex federal regulations.
  • Screen and process petitions.

Advising, Outreach and Training
  • Provide information and written guidance to hiring departments and individual scholars about all aspects of relevant immigration status.
  • Assist and train department administrators on procedures for requesting appropriate classification for their scholars.
  • Communicate with federal agencies such as DHS, DOL, and USCIS about individual cases and build knowledge and understanding through association and communication with colleagues.
  • Provide leadership and outreach in policy and protocol development.
  • Develop and update written procedures for departments.
  • Develop and present workshops.
  • Maintain H-1B, TN, E-3, and O-1 information or I-Center website.
  • Develop and maintain close working relationships with the Offices of the Dean of Research, General Counsel, and External Relations around policies related to the hiring of international scholars at Stanford.

Compliance and Technology
  • Assist in data analysis to help the office and the institution understand trends in scholar services.
  • Assist in evaluating technology solutions to enhance compliance, service delivery and data integrity.
  • Assist in and troubleshoot the development of scholar employment workflow in PeopleSoft.

To be successful in this position, you will bring:

Bachelor’s degree and three years of relevant experience, or combination of education and relevant experience which must include:
  • Experience in the delivery of immigration related services in an institution of higher education.
  • Knowledge of employment based immigration visas.
  • Strong communication skills to clearly and effectively communicate information to internal and external audiences, client groups, and management.
  • Ability to respond with confidence to immigration queries that may have a significant effect on an individual’s presence in the United States.
  • Willingness to advise in a broad area of visa issues.
  • Ability to exercise tact and diplomacy and to work with departments and scholars who are under pressure of deadlines.
  • Advanced analysis and problem solving skills.
  • Demonstrated knowledge of systems procedures and demonstrated experience in day to day handling of systems and data analysis.
  • Ability to efficiently process multiple tasks in parallel with strong attention to detail.
  • Advanced customer service skills.
  • Relevant computer systems/technology experience and advanced computer skills, including experience with Microsoft Office Suite.
  • Familiarity with relevant technology and willingness to play a lead role in the move to a new platform.
  • Demonstrated familiarity with computer applications such as File-Maker Pro, Excel and Power Point and an understanding how such programs can help with the evaluation of work functions and procedures.
  • Understanding of financial transactions.
  • Ability to ensure and apply compliance with legal, financial, and university policies and external regulations.
  • Experience in developing policies and protocols and explaining them to departments and end users.

Working Conditions:
Requires occasional work on evenings and weekends.
