About Stanford University’s Hoover Institution:  The Hoover Institution on War, Revolution, and Peace is a public policy research center devoted to the advanced study of economics, politics, history, and political economy—both domestic and foreign—as well as international affairs. 


Founded in 1919 by Herbert Hoover before he became the thirty-first president of the United States, the Institution began as a repository of historical material gathered at the end of World War I.  The library and archives have grown to be among the largest private repositories of documents on twentieth-century political and economic history.  Over time the Institution expanded its mission from collecting archival material to conducting advanced research on contemporary history and economics and applying this scholarship to current public policy challenges.

The Senior Research Program Manager reports to Hoover Senior Fellow and is responsible for managing the Technology, Economics, and Governance Working Group and subsidiary programs in consultation with the senior leadership. 


The Hoover Institution’s new Working Group on Technology, Economics and Governance brings together Hoover senior scholars from across fields with private sector leaders to address key questions at the nexus of technology, economics, and governance. The Working Group seeks to understand the drivers and dynamics of technological innovation in the 21st century, assess the opportunities and risks that breakthrough technologies are creating, and develop governance approaches that maximize the benefits and mitigate the risks for the nation and the world. The Working Group will conduct original research to better understand the current state of innovation as well as its causes and likely effects. This policy-relevant research will inform workshops and engagement with both private sector and public sector leaders and the development of policy recommendations for decision-makers at all levels of government.



  • Lead strategic planning and analysis for complex functions or programs with significant business, regulatory and/or technical challenges requiring subject matter expertise. May provide development of program or function from initial concept to implementation.
  • Manage the administration and evaluation of programs or functions. Oversee the interpretation, implementation and compliance with policies and regulations. Recommend actions and/or resolve complex issues that often span organizational boundaries.
  • Represent the program or function at the university level and/or to external/internal stakeholders and constituencies.
  • Develop and manage outreach strategy that includes relationship development across the academic, private, and public sectors; communications; and compliance.
  • Oversee or supervise staff, including student research assistants, in the development and implementation of programs or functions.
  • May develop and/or oversee budgets; manage finances including monitoring, analyzing, forecasting, and reporting.



  • Develop, plan, and run conferences.
  • Develop and execute a strategic plan for publishing workshop products, including edited volumes, reports, academic journal articles, and op-eds. 
  • Build a community of engaged stakeholders across sectors and fields.

Education & Experience:

Bachelor’s degree and eight years of relevant experience, or combination of education and relevant experience. Master’s degree or equivalent experience, with a background in business, political science, economics, or law strongly preferred.

  • Demonstrated ability to manage financial, organizational, and staff resources. 
  • Excellent interpersonal and communications skills with the ability to cultivate professional and business partnerships.
  • Relevant subject matter expertise in emerging technologies, private sector innovation/venture capital, national security.

  • In-depth understanding of U.S. federal government, politics and political landscape.
  • Demonstrated ability to interact comfortably with high profile individuals and business leaders.

  • A proactive orientation and ability to work collaboratively with experts from a wide array of fields and backgrounds.

  • None

  • Frequently stand/walk, sitting, grasp lightly/fine manipulation.
  • Constant use of a telephone, text.
  • Rarely lift/carry/push/pull objects that weigh 11-20 pounds.
