In this role you will provide the full range of human resources for the Department of Public Safety:
- Collaborate with Public Safety senior leaders to develop and support department initiatives, objectives, etc. Initiate efforts designed to support university and department initiatives (employee recognition, diversity, equity and inclusion, recruitment and retention, etc.). Design strategies to facilitate organizational change that are in line with department Core Values and foundational philosophies.
- Manage investigations of employee relations issues; ensure adherence to both university performance management/discipline guidelines as well as applicable disciplinary guidelines/regulations. Develop and implement an appropriate resolution including any necessary follow up actions.
- Oversee performance appraisal process; provide relevant coaching and guidance. Manage the performance of direct reports. Set team objectives, priorities, and resources to align with department objectives.
- Oversee organizational- wide view of talent management (recruitment and staffing plans), and structure offers. Ensure hiring and recruitment efforts are in compliance with university recruitment practices as well as with applicable California Police Officer Standards and Training and Santa Clara County Sheriff’s Office hiring requirements.
- Manage annual salary planning to include deployment of performance rating scale supported by the department performance appraisal results, implementation of salary and bonus utilization to address department goals and university guidelines.
- Assess organizational and individual staff development needs. Identify, communicate, and consult with staff on training and career development opportunities.
- Oversee processes for workers’ compensation, disability, leave, work place accommodation requests, and health and safety issues. Evaluate and recommend appropriate workplace accommodation requests, monitor timelines for ongoing accommodations and initiate further actions as necessary.
- Oversee and approve human resources transactions submitted for processing. Prepare reports, and analyze data available through local and centralized database resources.
- Oversee implementation of bargaining unit agreements for department personnel. Represent Public Safety in negotiating labor contracts for SDSA members.
- Emergency response and large event support; Public Safety employees are considered essential university personnel required to respond to the university to assist with emergency management efforts.
To be successful in this role, you will bring:
- Bachelor’s degree and five years’ relevant experience, or a combination of education and relevant experience
- Demonstrated experience providing management support in a combination of human resources areas including but not limited to: employee and labor relations, employment and labor law, compensation, staffing and employment, diversity, equity and inclusion, training and employee development, performance management and coaching, and organizational development.
- Demonstrated interpersonal skills, understanding of group dynamics and successful record of establishing credibility and trust with a diverse client group.
- Strong analytical, critical thinking, problem solving, judgment, negotiating, influencing and decision-making skills.
- Ability to maintain confidentiality, tact and diplomacy.
- Excellent written and oral communication skills; ability to prepare clear and concise reports and deliver presentations and/or training to employees and managers.
- Demonstrated proficiency with applicable business applications (Taleo, Peoplesoft, Axess, etc) and human resource information systems.
- Ability to work in a fast-paced environment and complete work in a timely and accurate manner. Attention to detail is critical to this role.
- Flexibility and calmness in managing a large work volume with minimal supervision under tight deadlines and in pressure situations.
- Strong customer service orientation.

- Ability to maintain physical condition appropriate to the performance of assigned duties and responsibilities.
- Constantly perform desk-based computer tasks, occasionally use a telephone.
In addition, preferred requirements include:
- Specialized experience and familiarity with law enforcement/collective bargaining unit issues.
Special Requirements
- Applicant must pass a complete background investigation including a polygraph examination, fingerprint check, and a search of local, state, and national files for criminal history.
- Must possess and maintain a valid California driver’s license.
- Must be available/reachable by phone during non-working hours. Must be able and willing to respond to and work large-scale special events as well as unplanned critical incidents.
